Under the Ministry of Education’s policy, children can attend an early childhood education (ECE) service for up to 20 hours per week, at no charge. When you enrol your child in education and care, you decide where to use (attest) this funding. You might opt to use it all at Kindergarten; or some at Kindergarten and some for home-based or day-care.
The Government directly funds Ruahine Kindergarten Association on a per-child, per-hour basis. This goes towards salaries and covers a portion of our running costs, but does not cover the cost of employing 100% qualified and registered teachers, so sometimes we have to charge fees.
If you use your full entitlement of 20 hours ECE with a single Ruahine Kindergarten, then attendance for any additional hours is free. A fee of $5 per hour (inclusive of GST) will be charged for any additional hours that are not attested to a single Ruahine Kindergarten If your child is enrolled at more than one Ruahine Kindergarten, please note that the additional hours are not eligible for the fee exemption.
Children under 3 years of age are not eligible for the 20 hours ECE subsidy and a charge of $2.50 per hour (inclusive of GST) applies. Under certain terms and conditions, a reduced hourly rate can be arranged for your under-3 child. Some of our kindergartens have optional charges for excursions, portfolios and similar extras; your Head Teacher will discuss these with you on enrolment.
If you use your full entitlement of 20 hours ECE with Ruahine Early Learning, then attendance for any additional hours is free. A fee of $5 per hour (inclusive of GST) will be charged for any additional hours that are not attested to Ruahine Early Learning.
All 2 year old children can receive up to 20 hours per week, up to 6 hours per day, free of charge. Any hours over and above these hours will be charged at $5.00 per hour (nclusive of GST). A fee of $5 per hour (inclusiving of GST) will be charged for children under 2 years of age. Occasionally there are optional charges for excursions, portfolios and similar extras; your Centre Manager will discuss these with you on enrolment.
Invoices for fees are produced monthly at the beginning of each month, with payment due by the 20th of the month in which the period of fees apply. Fees are paid directly to the Association and can be made by Automatic Payment, Direct Debit or Internet Banking.
Our Home-Based service is not a free service and Educators receive all fees directly from parents (minus any WINZ childcare or ECE subsidies which are administered by Ruahine Kindergarten Association and paid directly to the Educator.
All parents/caregivers are responsible for ensuring their child's account is paid to their Educator in a timely manner, as Educators rely on prompt payment of fees to meet their costs.
Fees are charged by the Educator for enrolled hours, including absences, not actual hours attended. Educators set their own hourly rate per child, between $5 and $8 per hour. This will be discussed when parents first meet with Educators.
At Ruahine Home-Based, fees are still charged if your child is away sick. If you Educator is sick, we will try to find an alternative Educator, if we are unsuccessful in this, you will not be charged. No fees are charged on public holidays if your Educator's service is closed. We suggest you discuss with your Educator what they charge for public holidays if their service is open.
If you intend to go on holiday, please advise your Home-Based Educator of this in advance; half-rate applies for pre-arranged, extended child absences for up to a total of four weeks during the year (a week being a typical enrolled week of care). Full rates apply for any extended absences over and above this. If your Educator is on holiday, no fee is charged, unless an alternative Educator is found. Early/late fees should be discussed with your Educator. There is no charge for 'settling-in' visits if you stay with your child during these visits. If your child is going to be absend, please give your Educator advance notice.
Parents/caregivers who are eligible for and receive a childcare subsidy are responsible for any shortfall between the subsidy paid and the normal fees due to their Educator. Parents/caregivers are also responsible for renewing and managing the childcare subsidy as appropriate. WINZ subsidies are paid directly to Ruahine Kindergarten Association who will forward this payment to the Educator weekly. There will be no charge for children who use their 20 ECE hours during their enrolled hours with Ruahine Home-Based, however Educator's may request optional charges or donations to cover their costs.
